Activities such as wind energy, nature development, shipping, defence, sand extraction and fishing are placing more and more and often conflicting claims on the same physical space. At the same time, there is a growing need for integrated considerations and transparent decision-making.

Although large amounts of marine data are available, for example via the Marine Information House, in practice this data is fragmented across different sources and systems, has limited access to non-specialists and has not yet been translated into usable spatial information products. The rise of AI agents and Large Language Models also introduces a new generation of users of data and information.

Challenge and approach

The project brings together marine datasets on use, policy, status and quality, among other things. It is also investigated how this data can be technically and semantically combined and translated into visual and intuitive map material. Moreover, this project investigates how a marine use map can be made not only human-readable and developer-readable, but also AI-readable.

Principles from spatial planning on land are applied to the marine context. In a user story refinement work session, the needs of end users are first translated into concrete functionalities. It is then determined how the required data can be accessed and integrated logically and future-proof.

In a pressure cooker development phase, a working proof of concept of the interactive marine use map is then developed.

Intended results

The seedmoney stage delivers:

an interactive sea use map as a working proof of concept;

a use case and blueprint for better information provision for the North Sea.

The intended end users are policymakers and advisors, initiators of activities in the North Sea, researchers, knowledge institutions and other parties working with marine data and spatial developments.

Partners

Information House Marien provides and provides access to relevant marine datasets and ensures the connection to existing data infrastructures and standards for the North Sea.

MARIS contributes substantive domain knowledge about marine systems and spatial issues and helps with the interpretation and interpretation of data.

Nelen & Schuurmans is responsible for data integration, processing and visualization and is developing the interactive sea use map as a proof of concept aimed at decision-making.

Continuation

After completion, the proof of concept is validated with end users and further developed into a more robust instrument, with additional data sources and functionalities.

In addition, the Marien Information House is using the pilot, together with other stakeholders, as a guiding use case for better information provision for the North Sea. Connections are also being sought with existing initiatives, such as Digitwin North Sea, and with follow-up funding for upscaling and application in policy and planning processes.

Role of DigiShape

DigiShape supports the project from Seedmoney 2026 and brings the knowledge gained to the attention of the DigiShape community.

This initiative has been awarded €10,000 DigiShape seed money in 2026.
